SMART Urges USTR to Protect US Secondhand Clothing Industry

The Secondary Materials and Recycled Textiles Association (SMART) has called on the U.S. Trade Representative (USTR) to resolve restrictions on U.S. exports of worn clothing. SMART emphasized that an increasing number of countries are restricting or outright banning these essential exports. This behavior harms not only the US textile recycling industry but also the global supply of affordable clothing. According to SMART, which advocates for businesses involved in textile collection, reuse, and recycling, exporting used clothing is a crucial component of the circular economy.

Approximately four billion pounds of textiles are kept out of landfills annually by the sector, which also improves environmental conservation efforts, generates jobs, and supports philanthropic causes. Unfair trade restrictions on used clothing not only hurt US businesses but also make it harder for developing countries to get affordable clothing. These barriers jeopardize the circular economy and hinder economic opportunities in the communities who rely on these items. The group mentioned specific trade restrictions put in place by countries such as Argentina, El Salvador, and East African Community (EAC) members in its communication.

The Secondary Materials and Recycled Textiles (SMART) association has urged the United States Trade Representative (USTR) to prioritize key trade issues impacting the secondhand clothing industry. Specifically, SMART recommends engaging with Argentina to overturn its import ban on used apparel, a move that could unlock a substantial market for US exporters. Furthermore, they advocate for reinforcing reciprocal trade principles within AGOA to ensure East African Community (EAC) nations uphold open market commitments. Finally, they call for addressing El Salvador’s misinterpretation of CAFTA-DR regulations, which has led to unfair tariffs on US secondhand clothing exports. SMART emphasizes the importance of these actions for equitable market access and expresses a strong commitment to partnering with the USTR and other agencies to protect American jobs, promote sustainable practices, and strengthen global trade relations.
