Dubai, UAE – Dubai Electricity and Water Authority (DEWA) is making significant strides in advancing renewable water desalination [1] with the construction of the Hassyan Seawater Reverse Osmosis (SWRO) Plant. This state-of-the-art facility, part of DEWA’s strategy to enhance water security using sustainable sources, is set to become the world’s largest SWRO plant.
The Hassyan SWRO Plant, with a production capacity of 180 million gallons per day (MIGD), is currently over 55% complete and is expected to be fully operational by 2027. The project, valued at AED 3.377 billion (approximately USD 925 million), is being implemented under the Independent Water Producer (IWP) model. This model ensures that the plant will be built and operated by a private entity, which will then sell the desalinated water to DEWA.
HE Saeed Mohammed Al Tayer, MD & CEO of DEWA, emphasized the importance of this project in supporting Dubai’s sustainable development goals. “This project aligns with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum to develop world-class infrastructure for energy and water that supports Dubai’s sustainable development goals,” said Al Tayer. He further highlighted that the plant will contribute to the Dubai Clean Energy Strategy 2050 and the Dubai Net Zero Carbon Emissions Strategy 2050, aiming for 100% clean energy by mid-century.
The Hassyan SWRO Plant is strategically located within the Mohammed bin Rashid Al Maktoum Solar Park, the world’s largest single-site solar park. This integration of renewable energy sources with desalination technology underscores Dubai’s commitment to reducing its carbon footprint while meeting the growing demand for water.
By 2030, DEWA plans to produce 100% of its desalinated water using a clean energy mix, including renewable energy and waste heat. This ambitious goal will significantly enhance water security in Dubai and support the Integrated Water Resource Management Strategy 2030, which focuses on enhancing water resources and using cutting-edge technologies and innovative solutions.
The Hassyan SWRO Plant is a testament to Dubai’s dedication to sustainable infrastructure development and environmental stewardship. With this project, Dubai is setting a model for achieving water security sustainably, aligning infrastructure development with environmental sustainability.
